C.A.R. P. General Principals
In light of the increased use of Cadre of Administrative Reserve Personnel (CARP), please review the attached General Principles. The General Principles are the basic guidelines. These are being published for review and if any questions please contact ALADS at (323) 213-4005:
· The Cadre of Administrative Reserve Personnel Program (CARP) is a management right.
· Barring extenuating circumstances, the Department will use its best effort to CARP administrative personnel no more than two (2) to three (3) days per month.
· Those administrative personnel who are CARP’d will be reassigned to line positions on their current shifts and scheduled regular days off (RDOs) shall not be adjusted. However, personnel can volunteer to CARP to a different shift and on their RDOs.
· Each unit will establish a CARP sign-up list to fill anticipated line position vacancies sign-ups will be done on a Department seniority basis and the sign-up list will be published at least five (5) days prior to the monthly schedule change.
· The CARPing of administrative personnel will be done as equitably as possible taking into account the individual needs of the unit.
· To the maximum extent possible, administrative personnel should be given at least five (5) days advanced notice of their CARP assignment. However, all line position vacancies cannot be anticipated and personnel may be CARP’d with less than five (5) days notice.
· If administrative personnel sign-up to work a paid overtime assignment at management’s request, management shall not reassign that individual to work the overtime position on a CARP basis.
· These general principles shall not prevent any deputy from participating in the negotiated grievance process pursuant to the current Memorandum of Understanding.
