Association Overview

ALADS was formed in February, 1970, by ten Deputies who joined together to collectively resolve a dispute. Their effort grew quickly because there was a need for a new and separate association for Deputy Sheriffs. Prior to 1970, there was no association controlled by, and operated for, the rank-and-file Deputy. Later ALADS expanded to include the District Attorney Investigators and Deputy Marshals, many of whom were former Deputy Sheriffs.

In 1976, ALADS was certified as the majority representative for Bargaining Unit 0611, comprised of non-supervisory peace officer employees of the County. Our Memorandums of Understanding have historically resulted in the best wages, benefits and working conditions negotiated for any County employee group.

By 1981, ALADS had moved into its own corporate offices and negotiated paid time off for its officers to conduct ALADS business on a full-time basis. Our in-house staff assists members with grievance proceedings and a variety of insurance plans.

In 1983, ALADS affiliated with the Marine Engineers Beneficial Association, the AFL-CIO, and the Los Angeles County and California State Federations of Labor, moving us into the mainstream of organized working people working together. As a result, ALADS enjoys the strength of these bodies in its collective bargaining relationship with the County of Los Angeles and in its legislative efforts in Sacramento and Washington, D.C. ALADS leadership in dealing with the County on matters of salary, benefits and any other issues affecting working conditions is truly respected by all unions representing county employees.

ALADS Team Members
Floyd Hayhurst

Joined the Sheriff’s Department in 1982 and has worked the following assignments; MCJ (18 months) Industry Station, Walnut Station, San Dimas Station (11½ yrs), Metropolitan Court (2 yrs), Transportation Bureau (7 yrs) and is presently assigned to ALADS.

He has been an active Representative at all of his units of assignments prior to becoming a Director of ALADS. Floyd has showed his dedication to all the membership by serving as a member or Co-Chair of the Salary Negotiation Teams since 2000. He was the ALADS Chair on the County Coalition Fringe Negotiation Team in 2006. He was a member of the Compton Police Assimilation Committee, Community College Police Assimilation Committee, Transportations Bureau Meet and Confer Committee, Court Services Curtailment Committees, Twin Towers Modified Schedule Committees, Correctional Services Alignment Committee. He has been the Chair or Co-Chairman of the ALADS Picnics since 2001 as well as the Chair or Co-Chairman of Baker to Vegas since 2004. Deputy Hayhurst was on the ALADS By-Laws Committee in 2000 as well as on the South Bay Court Lock-up 4-10 Shift Schedule Committee, He has been the Co-Chairman ALADS River Run 2003 till present. He has served as a peer member on over 200 Grievance Review Board Hearings. He has actively participated in the Political Endorsement Committee since 2002 as well as getting involved in the massive demonstration rallies for the County Coalition Unions. Floyd has been honored to be part of the California Police Officers Memorial Foundation Honor Guard or Flag Detail in Sacramento since 2002 showing his support for the Fallen Officers Families and remembering the loss of Deputies of Los Angeles County Sheriff’s Department and all other California Law Enforcement Officers whom lost their lives in the line of duty...

Deputy Hayhurst was elected to the Board of Directors in November of 2001 then became the Treasurer in September of 2004. He is currently a Trustee on the ALADS Anthem Blue Cross Medical Group and Trustee to the Police Officers Relief Fund. In December of 2005, he was elected Vice President of ALADS. In January 2006; as an additional role, he was elected Secretary of Southern California Alliance of Law Enforcement. September 2006, Deputy Hayhurst was appointed as a Commissioner to POST. He is currently the (2009-2010) President of SCALE (Southern California Alliance of Law Enforcement) which represents over 32,000 peace officers in southern California. In September 2010 he was re-appointed to POST. In November 2010 Deputy Hayhurst was elected by the Board of Directors as the President of ALADS. As the recently elected President he plans on continuing his dedication of service and duty to the past and current membership.

Mark Divis

Mark joined the Los Angeles County Sheriff's Department in December of 1986 and graduated in Academy Class number 237 in July of 1987. From the very beginning of his career, Deputy Divis made it a priority to expand his public safety expertise and apply new skills. Not one to rest on his laurels, Deputy Divis stayed in stride as he took on new responsibilities while being assigned to different assignments including Mira Loma Detention Facility, PHR South, Firestone Station patrol, North County Correctional Facility, and PHR North. Deputy Divis is currently assigned to Transportation Bureau. His movement throughout such a wide range of assignments has given him an absolute knowledge of the inner workings of the department which will be an asset of every ALADS member.

ALADS has been a part of Deputy Divis' career since the very beginning. He joined ALADS when he began in the Sheriff's Department Academy in March of 1987. Mark has continued to be an ALADS unit representative at his different assignments over the last seven years. As a unit representative he sacrificed many hours of his personal time to sit on numerous meet and confer sessions to insure that the rights of individual deputies remain protected. He has also participated in many of the ALADS and Coalition of County Unions' events and rallies to further the salary and benefits for every deputy sheriff and district attorney investigator working in Los Angeles County.

Mark's dedication to the members of ALADS did not go unnoticed and in February of 2010 he was appointed to the ALADS Board of Directors. His continued hard work earned him a new position on the Board of Directors as he was elected to Vice President in November 2010.

Mark holds a Bachelor's Degree from the University of Nebraska and is a former member of the Army National Guard.

George Hofstetter

Joined the Los Angeles County Sheriff’s Department in January 1989 with academy class # 252. He has worked the following assignments: Men’s Central Jail, 05/89 – 11/92; Lakewood Station, 11/92 – 09/00; Compton Station, 09/00 – 09/02; Transit Services Bureau, 09/02 – 01/08; San Dimas Station, 01/08 – Present. Currently assigned as a Motorcycle Traffic Enforcement Deputy.

Deputy Hofstetter has been an ALADS member since January of 1989 and a Unit Representative for 9 years prior to being elected to the Board of Directors in 2004. He has been involved with Contract Negotiations and has been the Chairman or Co-Chairman for the ALADS River Trip, Retirement Seminars and Baker to Vegas. He has sat on several grievance review boards for members as well as several meet and confer committees. He is also involved with the ALADS Political Endorsement Committee. Deputy Hofstetter is also an active member of the United States Coast Guard Reserve and deployed overseas to Kuwait and Iraq with Port Security Unit 311 from January – July 2003 in support of Operations Enduring and Iraqi Freedom. He is currently a Petty Officer 1st Class assigned to Sector Los Angeles/Long Beach conducting Hazardous Materials and Port Security Inspections.

Dean Galarneau

Joined the Los Angeles County Sheriff's Department November 21,1990 with academy class #268. He has worked the following assignments: North County Correctional Facility, 4/91-3/97; Altadena/Crescenta Valley Stations, 3/97-10/00; NCCF, 10/00-Present. Currently assigned as a Bonus One Deputy line supervisor.

Deputy Galarneau has been an ALADS member since November of 1990 and a Unit Representative for over 6 years prior to being elected to the Board of Directors. Dean earned an A.A. Degree in Administration of Justice from Los Angeles Valley College in June 1990. Dean is proud of his service In the United States Marine Corps, where he served from August 1983 to August 1987.

Jeff Steck

Jeff Steck is the newest member of ALADS Board of Directors.

Armando Macias

Entered the Department on December 15, 1982. He has worked on the following assignments: Academy Class #214; Men's Central Jail; Carson Patrol; Industry Patrol (Training officer for 2 _ years - 2/89-8/91); Blue Line; and has been assigned to East LA Patrol since 6/94.

He was an ALADS Unit Representative at ELA Station for nearly 2_years before being elected to the ALADS Board of Directors in November 2001. Deputy Macias has also been involved in the ALADS Political Endorsement Committee since its birth. He has also been involved in several review boards fighting vigorously for Deputies' rights. Deputy Macias received the meritorious service award in 2004. He was the founder of Centurion Club. In January 2005 he received the Legendary Lawman pin for working over 10 years in patrol. He was also elected to the Lacera Board of Retirement taken the alternate seat effective January of 2005.November 2005 elected to Los Angeles Valley Water Board District (4 Yr Term) Macias earned an AA in Criminal Justice with the Community College of the Air Force. He earned a 2nd AA degree in Liberal Arts at Allan Hancock College in 1981. He remains a senior at Cal State LA as a business major. He is also a proud veteran of the United States Air Force, 1977-1981.
