ALADS was formed in February, 1970, by ten Deputies who joined together to
collectively resolve a dispute. Their effort grew quickly because there was a need for
a new and separate association for Deputy Sheriffs. Prior to 1970, there was no association
controlled by, and operated for, the rank-and-file Deputy. Later ALADS expanded to include the
District Attorney Investigators and Deputy Marshals, many of whom were former Deputy Sheriffs.
In 1976, ALADS was certified as the majority representative for Bargaining Unit 0611, comprised of non-supervisory peace officer employees of the County. Our Memorandums of Understanding have historically resulted in the best wages, benefits and working conditions negotiated for any County employee group.
By 1981, ALADS had moved into its own corporate offices and negotiated paid time off for its officers to conduct ALADS business on a full-time basis. Our in-house staff assists members with grievance proceedings and a variety of insurance plans.
In 1983, ALADS affiliated with the Marine Engineers Beneficial Association, the AFL-CIO, and the Los Angeles County and California State Federations of Labor, moving us into the mainstream of organized working people working together. As a result, ALADS enjoys the strength of these bodies in its collective bargaining relationship with the County of Los Angeles and in its legislative efforts in Sacramento and Washington, D.C. ALADS leadership in dealing with the County on matters of salary, benefits and any other issues affecting working conditions is truly respected by all unions representing county employees.

Green & Shinee has the highest win/loss ratio of any law firm representing public sector employees in the County of Los Angeles. The Firm has represented ALADS and its members in Federal and State court, before the Los Angeles County Employee Relations Commission and the Los Angeles County Civil Service Commission.
In the last 25 years, the Firm has sought and obtained injunctive relief barring the Sheriff's Department and the District Attorney's Office from enforcing unilateral changes in wages, hours and working conditions. In addition, the Firm has represented ALADS members in FLSA litigation as well as bringing civil rights actions against the County of Los Angeles for the violation of ALADS members' constitutional rights.
Richard Shinee: Mr. Shinee, a graduate of Southwestern Law School, has practiced labor law representing public safety members and labor unions since 1974. He began representing deputy sheriffs as an Associate with the firm of Tweedy & Associates, the first law firm to represent deputy sheriffs belonging to ALADS. Thereafter, from 1977 through 1980, Mr. Shinee continued to represent public safety members throughout the State of California with a larger firm. In 1980, Mr. Shinee was one of the founders of the law firm Green & Shinee where his practice has been devoted to the representation of deputy sheriffs and district attorney investigators. Mr. Shinee has been representing deputy sheriffs for 28 years.
Helen Schwab: Ms. Schwab graduated Summa Cum Laude from Texas A & M University in 1979. Ms. Schwab joined the Firm as an Associate in 1983, after graduating from McGeorge School of Law where she emphasized the study of labor relations.
Ms. Schwab, who became a partner in the Firm in 1989, has devoted her entire legal career to the representation of deputy sheriffs and district attorney investigators in their labor relations with their employers as an attorney with the Firm. Ms. Schwab has represented ALADS members in disciplinary matters, unfair labor practice proceedings, contract dispute arbitrations, Meyers-Milias- Brown Act and Peace Officers' Bill of Rights litigation. She has established a reputation for resolving seemingly intractable problems between unions and the County of Los Angeles. As with the other members of the Firm, Ms. Schwab has vast experience in labor relations including arbitrations, contract administration and unfair labor practice charges.
In addition to her expertise in labor relations, Ms. Schwab has developed an extensive background in FLSA and recently settled an FLSA case against the Sheriff's Department, obtaining approximately $1,000,000 for deputy sheriffs.
Elizabeth Gibbons: Ms. Gibbons is a 1983 graduate of Northwestern School of Law of Lewis and Clark College and began her career with a prominent labor law firm in upstate New York. The firm specialized in representing both private and public sector unions and union benefit funds. While practicing in New York, Ms. Gibbons represented the Teamsters union.
In addition, Ms. Gibbons represented several police unions affiliated with the local Teamsters union. During her six years of practicing law in New York, Ms. Gibbons represented the Teamsters Union Health and Welfare and pension funds in various Federal ERISA litigation matters. She assisted in the negotiation of collective bargaining agreements for the police unions and represented the police and Teamster union members in administrative disciplinary matters, contract dispute arbitrations, union and unit certification proceedings, unfair labor practice charge proceedings, contract negotiation and arbitration proceedings.
In 1990, Ms. Gibbons joined Green & Shinee and was made a partner in 1997. Her experience and background in New York as a labor attorney have nicely complemented the Firm's practice. She has continued to represent public sector unions and their members in various areas of labor relations. Recently, Ms. Gibbons obtained a substantial settlement against the Sheriff's Department over the violation of the constitutional rights of two deputy sheriffs during the course of a disciplinary proceeding.
Firm Associates:
Mitchell S. Kander: In 1995, Mr. Kander joined Green & Shinee. He is a graduate of Loyola University and Whittier School of Law. Mr. Kander, in his 10 years of practice with the Firm, has represented deputy sheriffs and district attorney investigators in disciplinary matters, unfair labor practice proceedings, contract dispute arbitrations, and injunctions and restraining orders relating to employment matters. Prior to practicing with Green & Shinee, Mr. Kander worked for 5 years at a firm specializing in the representation of labor unions and trust funds in both the construction and movie industries.
Derald Brenneman: In 2005, Mr. Brenneman joined Green & Shinee, after gaining valuable experience as a peace officer labor lawyer in Sacramento, representing California State correctional officers. He is a 2003 graduate of the University of California, Davis School of Law, and the University of California, Los Angeles. Since joining the Firm, Mr. Brenneman has represented deputy sheriffs and district attorney investigators in arbitrations, Civil Service hearings, and administrative investigations.
